随着全球化水资源危机的出现,灌区发展中的问题主要表现为:(1)工程老化失修严重,灌水技术落后.管理粗放;(2)水资源不足,引水量逐年下降.为此,提出了加快节水灌溉工程建设步伐;因地制宜改进田间灌水技术;提高灌区管理水平,完善水价政策等一系列措施.

With the emergence of the global water resource crisis, the problems in the development of irrigation areas are mainly manifested as follows: (1) the aging of the project is seriously in disrepair, and the irrigation technology is backward. Extensive management; (2) water resources are insufficient, and water diversion is decreasing year by year. To this end, it is proposed to accelerate the pace of construction of water-saving irrigation projects; improving field irrigation techniques according to local conditions; Improve the management level of irrigation areas, improve water pricing policies and a series of measures.
